City of Charleston Application Support Specialist in Charleston, South Carolina

Job Description Provides first-level support and monitors daily operations of key enterprise-level systems, primarily Financial/HR, Land-management/Permitting systems and City-managed Websites by performing the following duties. May require evenings, weekends, and holidays as scheduled. Other duties may be assigned. Monitors the day-to-day operations of the City's enterprise-level software systems. Performs system testing and quality control checks of new updates and configurations. Constructs new user accounts and provides introductory training for users of enterprise-level software systems. Completes user account adjustments due to changes in staffing and communicates with Departments regarding proper system coverage. Responds to questions and requests for assistance with software use; refers more complex issues to appropriate staff for resolution. Maintains a working system knowledge of key operations for assisting users and ensuring proper use of the software. Trains users in system operations and reporting functions. Creates test transactions and runs tests to find errors and confirm software meets specifications. Writes documentation or reviews documentation written by others that describes configuration and operating procedures. Advises customers on how to accomplish tasks using the database applications by answering questions and providing training. Provides technical assistance by responding to inquiries regarding errors, problems, or questions about software applications. Serves as liaison between users and vendors on complex technical matters requiring vendor participation to resolve, maintaining ongoing communications with both parties until issue is resolved or acceptable workaround procedure is determined. Assists customers with gathering information about program needs, objectives, functions, features, and input and output requirements.Performs other duties as assigned. Required: Bachelor’s Degree (BA/BS) in computer science, programming or related field with at least two years of related experience; or an equivalent combination of education and experience. Experience working in a “help desk” environment responding to user technical requests preferred. Thorough knowledge of Microsoft Windows, Outlook, Excel and Word or similar software. Knowledge of ONESolution Financial/HR, EnerGov Land management/Permitting and/or CivicPlus Website Content Management software preferred. Experience working with large enterprise-level software systems helpful.
