The Project Manager- Business Systems supports the Department of the Navy, providing the Naval Information Warfare Center Atlantic (NIWC Atlantic) with business, management, and analytic support services. NIWC Atlantic is a Department of the Navy organization with a mission to deliver information dominance to Naval Warfighters via Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) technology.

The Project Manager- Business Systems will assist in driving the efforts to provide Naval Information Warfare Center Atlantic (NIWC Atlantic) with Management and Business Analytical Services to support the Business Intelligence Environment (BIE) at the Command, Competency, Department, Division, and Integrated Product Team levels. The Project Manager- Business Systems shall provide functional and technical expertise supporting of a wide range of DoN and DoD Business information technology (IT) systems to include: Enterprise Resource Planning (ERP), Knowledge Management (KM) Systems, SAPĀ® Business Objects, and Integrated Learning Environments (ILE). The Project Manager- Business Systems will demonstrate expertise in supporting and complying with the following DoN and DoD enterprise initiatives:

  • Project Management Body of Knowledge Processes to include: Planning, Programming, Budgeting & Execution (PPBE), Capability Maturity Model Integration (CMMI)

  • Organizational Management

  • DoD Acquisition/DoD 5000

  • Federal Acquisitions Regulation

  • Office of Management and Budget Circulars, Financial

  • National Defense Authorization Act (NDAA) Section 804 Middle Tier of Acquisition for Rapid Prototyping and Rapid Fielding)

  • NDAA Section 806 Acquisition Agility

  • Other Transaction Authority (OTA)

Qualified candidates should possess strong analytical and organizational skills, coupled with an expertise for the utilization of software application. Additionally, the role requires the ability to interpret data, assess trends and trajectories and make recommendations to Senior Leaders to support strategic planning and business decisions. Qualified candidates will be able to work independently and communicate issues, risks, and best practices for data analysis to Senior leaders within the program.

Position Responsibilities:

  • Manage the Design, Development, Production, Installation, and Test & Evaluation of C4ISR product delivery.

  • Partner with internal and external teams to develop short- and long-term data analytics tools and infrastructure.

  • Provide management, direction, administration, quality assurance, and leadership.

  • Provide day-to-day project management guidance and direction in the execution of tasks.

  • Use project management software that assures that all contract-driven activities are identified, documented, and tracked so that the contract shall continuously be evaluated and monitored for timely and quality service.

  • Conducts studies and analyses and provides evaluations of programs within the Adaptive Acquisition.

  • Supervising Project Personnel, Scheduling Work, Writing Proposals and Preparing Bids.

  • Perform Equipment and Material Logistics Control including ordering and/or transporting equipment and material.

  • Possess knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.

  • Under general supervision, employee will be expected to exercise sound and independent judgment and consistently exercise discretion.

Required Qualifications:

  • BS degree in Business or Statistics, Mathematics, or Management Information Systems.

  • Ten (10) years of direct work experience with C4ISR Business Systems.

  • Ten (10) years' experience in complex data integration projects and successful Business Systems implementations experience.

  • Eight (8) years of direct work experience, to include: design/development, production, installation, and test & evaluation of Business Systems.

  • Four (4) years as manager of DoD C4ISR Acquisitions Programs.

  • Note: Experience may be achieved simultaneously.

Certifications:

  • PMP preferred

  • Active DoD Secret Clearance Required
