Department of State - Agency Wide Supv. Information Technology Specialist in Charleston, South Carolina

Summary

This position is located in the Development Network branch of the Systems Development and Maintenance Program, Global Financial Management SystemsDirectorate, of the Bureau of Comptroller and Global Financial Management Services. The Development Network branch is responsible for the life cyclemanagement of systems supporting a broad range of specialized operations and activities carried out domestically and worldwide.

Responsibilities

Plans and manages the development and maintenance of systems designed to support a broad and diverse range of highly specialized financial operations and activities. Assigns operational responsibilities to appropriate staff /contractors.

Directs modifications, updates, and enhancements to the Development and Testing environments in response to changes in new technology , information assurance, Department and USG network standards

Plans and manages the continuing evaluation of systems development and maintenance activities to ensure that the required services are provided in the most efficient and effective manner.

Directs the rigorous oversight of contracting activities to ensure that cost, schedule, and performance requirements are met.

Develops short and long range goals, objectives, and plans for the assigned activities, ensuring consistency with those established at higher levels. Ensures that goals, objectives, and plans are aligned with the bureau’s mission requirements.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements:Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Investigating, evaluating, and selecting tools and methods for improving productivity and software quality throughout the life cycle; thoroughly review various Information Technology (IT) related data/information; ensuring tasks are complete, precise, and accurate for a given IT situation; performs a detailed feasibility analysis for adopting new software design technologies.

Customer Service - Works with clients and customers to assess their needs, provide information or assistance; resolving issues through a problem resolution database; and ensuring customers are properly trained in the full range of features and functions of a system.

Oral Communication - Communicates complex technical requirements to nontechnical personnel; prepares and presents briefings to senior management officials on complex/controversial issues; Provides advice, guidance, and recommendations to the enhancement and management of infrastructure and information systems; negotiates agreements, establishes relationships, and represents the program in dealings with other organizations.

Problem Solving -Isolates, diagnoses/ and corrects problems that arise in the support, administration, and management of applications, databases, servers, storage, networking, and virtualization that comprise the development network infrastructure. Evaluates the impact of changes in policy or regulations that affect business operations to be automated in order to adjust systems designs to accommodate changes. ANDHave at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing IT development and maintenance projects;

Experienceperforming required testing, troubleshooting, and correcting system and applications software discrepancies.

Experience advising management officials on financial and/or compensation systems design and support issues. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others;

Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;

Ability to adjust to change, work pressures, or difficult situations without undue stress;

Willingness to consider new ideas or divergent points of view; and

Capacity to "see the job through."
