H2 Performance Consulting (H2) is seeking a Test and Evaluation (T&E) Engineer. As a T&E member, supporting the PEO MLB T&E Director, will be responsible for supporting, planning, coordinating, and executing verification, validation, and testing of applications and systems software to identify deficiencies and risks associated with design, documentation, development, modification, implementation, installation, and support of new or existing systems. This includes a wide variety of functions including providing advice and recommendations on T&E policies, processes and guidelines, conducting analysis, identifying deficiencies, and recommending resolution to problems and issues, and preparing and presenting reports.

The T&E Engineer responsibilities will include:

  • Develop test and evaluation strategies, plans, procedures, and reports to allow the proper evaluations of a systems effectiveness and interoperability

  • Identify test events, stakeholders, testers, or other resources to ensure requirements for the system under test are addressed in the test plan

  • Interpret trends in test and evaluation policies and practices to recommend updates on requirements analysis processes

  • Plan and execute verification and validation methods, and generate bi-directional traceability of requirements to tests

  • Utilize automation testing tools to conduct functional, development, operational, and performance testing

  • Execute multiple test events for testing components or systems in a system-of-systems environment

  • Advise a program on DoD T&E Policies, regulation, guidance, strategies, and core processes

  • Develop and gain approval of the Test and Evaluation Master Plan (TEMP) from the sponsor/customer, program manager, and chief systems engineer

  • Create and implement Operational Test support processes (from OPTEVFOR, MCOTEA, MCTSSA, etc.) into programs as required

  • Develop and organize system test events and venues

  • Facilitate discussions with the sponsor/customer about performance, functionality, risks, mitigations, and schedule trade-offs

  • Track problems, issues, corrective actions, and the status of system re-test and re-evaluation activities

  • Conduct research necessary to complete documentation such as BCAs, white papers, plans, etc

  • Actively review processes and recommend improvements, additions, and changes to provide efficiencies and increased value to the project.

  • Experience with Test and Evaluation (T&E) Planning, Analysis, and Process Support

  • Knowledge of Standard Development of Performance Metrics

  • Ability to prioritize tasks

  • Have a strong grasp of Computer Science/Information Systems

  • Knowledge of application software development principles and methods sufficient to participate in the testing, and implementation of new or modified applications software.

  • Knowledge of developmental and operational test processes and methods used in executing and analyzing test validation and applicable certification events

  • Knowledge of DoD T&E Policies, regulation, guidance, strategies, and core processes

  • Knowledge of DoD verification and validation testing

  • Knowledge of Information Technology and Cyber Security T&E fundamentals.

  • Knowledge of Operational Test support processes (from OPTEVFOR, MCOTEA, MCTSSA, etc.)

  • Knowledge of processes and tools to decompose requirements to testable levels

  • Knowledge of SOVT (System Operational Verification Test) Preparation and Execution Guide (SPEG)

  • Knowledge of systems testing and evaluation methods.

  • Knowledge of the acquisition life cycle process Test and Evaluation roles in DOD acquisition life cycle to support technical reviews

  • Knowledge of the Joint Interoperability Test Command (JITC) Interoperability Test Process

  • Knowledge of utilizing automation testing tools to conduct functional and performance testing.

  • Knowledge of validation strategies

  • Knowledge of verification methods and practices to trace test events to system requirements

  • Ability to analyze and trace system requirements.

  • Skilled in preparing test reports, preparing presentations, briefing results, providing overall assessments, and making recommendations to stakeholders, customers, sponsors

  • Skilled in executing test activities to include integration, system, functional, performance, acceptance

  • Skilled at determining and communicating risks and mitigation strategies to the sponsor/customer based on software testing and/or software reliability model results

  • Must have strong Microsoft Office suite skills, especially Power Point, Word, Excel

  • 3+ years experience with Test and Evaluation support

  • 1+ years experience with professional services support

  • Must have an Active Secret security clearance

Preferred Skills:

  • A Bachelor-s or Graduate-s degree in Engineering or Technology related field

  • Knowledge of Systems Engineering Technical Review (SETR) process

  • Familiarity with Navy Marine Corps Intranet (NMCI) and other Navy network environments

  • Familiarity with NaaS, IaaS, PaaS, SaaS

  • Knowledge of Commercial Cloud Service Providers, especially AWS and Azure

  • Knowledge of cyber defense policies, procedures, principles, and regulations.

  • Knowledge of Enterprise Information Assurance (Cyber Security) Systems Engineering and Certification & Accreditation

  • Department of the Navy experience a plus

  • ASTQB (desired) or DAWIA (desired) Qualified Tester
