SC Department of Public Safety EP Coord I - HMGP Specialist in Lexington County, South Carolina
Provides assistance to state and local applicants wanting to pursue mitigation activities. Conducts briefings and meetings with potential Hazard Mitigation Grant Program (HMGP) applicants, accepts and reviews pre-applications and full applications from applicants, provides technical assistance for compliance and technical merit, and prepares recommendations for action by others as required. Ensures submission of applications and documentation in required systems and databases. Provides mitigation training and information session. Reviews payment/reimbursement to subgrantees based on project goals, schedule, progress, and work completed. Conducts post-completion compliance inspections and resolves routine issues and problems. Monitors subgrantee compliance and answers inquiries regarding the HMGP Administrative Plan and projects. Provides regular updates and reports regarding project status and completion. Provides recommendations and assists with the development of state guidance in administering the HMGP Administrative Plan and issuing to subgrantees. Reviews budgets, quarterly reports, deadlines, and other program financial compliance activities. Coordinates HMGP projects and planning that interface with other sections within the division and/or other mitigation-related duties and programs as assigned. Serves in the State Emergency Operations Center or in an affected area during actual emergencies and during exercises and drills. Employee performs duties under the general supervision of the assigned HMGP coordinator.
Minimum and Additional Requirements
Bachelor’s degree. Experience should include grants management functions.
South Carolina Certified Emergency Manager certification preferred or will seek to complete within three years.
Must possess the ability to comprehend, interpret, and apply regulations, procedures, and related emergency preparedness program information. Must possess the ability to establish and maintain effective professional relationships with state, county, municipal, and federal government agencies. Must possess the ability to communicate effectively, both orally and in writing, and must be computer literate. Must be able to meet security requirements to obtain and maintain access to required systems including NEMIS. Employee may incur overnight travel when attending training courses, during the inspection of grant projects, and assisting county, municipal, and other local governments during the disaster damage assessment and declaration process.
