Job Description

Skylla Engineering is seeking a Subject Matter Expert professional possessing experience with Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) to provide technical and functional testing and evaluation support to meet the individual requirements of C4ISR systems and platform integration. This effort is related to the Systems and Software Engineering and Acquisition Management Support for the Vehicular Technology Transition Integrated Products Team (IPT) in support of the Digital Integration Facility (DIF). The responsibilities include, but are not limited to:

  • Support integration of prototype C4ISR subsystems

  • Support fielding of C4ISR subsystems and training as well as platform integration/installation

  • Provide technical support for C4ISR systems with the required skills and specialized knowledge of the operation, technical processes, and maintenance requirements of systems, networks, and advanced operational techniques in order to effectively exploit the capabilities of C4ISR equipment

  • Develop and maintain a master test plan

  • Participate in Developmental and Independent V&V (Verification and Validation) (IV&V) Testing

  • Direct formal test events, providing test management oversight, as well as managing test events per project schedule and scope

  • Perform Technical review of customer Test and Evaluation documents to ensure they meet defined/required system requirements and deliverables

  • Work directly with the customer to develop test scripts and test procedures that are clear, concise and actionable

  • Perform/support on-site testing at various USMC installations in worldwide locations

  • Support System Engineers in QA/QC auditing of system installations and configurations

  • Generate T&E Test Reports within required specifications and timelines

  • Generate and track trouble logs and validation of issue resolution

  • Provide support for technical analysis/assessment of milestone artifacts and provide assessment of C4 integration tasks, identifying issues and risks

  • Perform systems hardware and software integration and testing to ensure total operational and functional compatibility with interfacing/interacting systems, subsystems, equipment, and computer programs

  • Support the customer in implementing advance technical processes and analytical techniques, support optimization of equipment and network resources, and advise on unique operational requirements

  • Participate in Integrated Product Teams (IPT), working groups, Configuration Control Boards (CCB), engineering review groups, and provide technical guidance

  • Provide support in the diagnosis of system-level components, software and network problems, and aid the customer in restoring the components to service

  • Communicate with management on all issues, concerns, problems, and accomplishments

  • Production of required test deliverables to include, but not be limited to; development and maintenance of test scripts/cases, writing/assessing test plans, test cases/scripts, requirements accountability reports, daily status reports, and test summary reports as well as other customer defined reports, presentations and associated materials and complete tasks within required timeframes

Required Skills

  • Possess a deep understanding of environmental testing standards, procedures and test equipment

  • Possess superior analytical skills with effective oral/written communication and technical writing skills

  • Demonstrated experience developing test reports & test plans

  • Demonstrated experience conducting hardware and software testing

  • Education: Technical Training in Engineering, Computer Science, Physical Sciences, Mathematics, Information Systems, or Business

  • Ability to work with minimal supervision in a dynamic work environment

  • Proficient in Microsoft Word, Excel, Project, PowerPoint, Outlook, and Adobe Acrobat Professional

  • Ability to communicate effectively both verbally and in writing

  • Maintain professional interaction with Government clients, program management personnel and other contractors

  • Must have an active SECRET security clearance

Required Experience

  • Twelve (12) years of hands-on experience with C4ISR projects to include three (3) of the following four (4) areas: Systems Requirements, Operational Requirements, Test & Evaluation, and Training

  • Recognized expert who has demonstrated industry and public service leadership in Engineering, Computer Science, Physical Sciences, Mathematics, Information Systems, or Business

  • US Citizen

  • Ability to maintainSECRETClearance with background investigation

Desirable Experience:

  • Experience with Joint Light Tactical Vehicle (JLTV) satellite/radio data systems

  • USMC Tactical Vehicle experience

  • Participated/lead formal test events & provided test management oversight

  • Developed and maintained Test and Evaluation procedures within Rational Quality Manager (RQM) to validate system and operational requirements

  • Experience validating equipment against the system and operational requirements associated within the Performance Specification
