This position is located in the Vehicle Services/Motor Carrier Services-IRP Research & Development Division, Headquarters, Blythewood, SC

*Job Functions: * The Program Coordinator I is responsible for conducting system testing for implementing changes required by law and/or enhancement to the functionality of the business units within Motor Carrier Services (MCS). The Program Coordinator I will ensure that the best quality system for SCDMV end users in MCS to support their commitment to providing superior customer service. The Project Coordinator reports to the Motor Carrier Services Research and Development Manager and is capable of working independently, guiding others, and functioning as a team lead within MCS.

  1. Serves as liaison between in MCS Research and Development, vendors, and management in identifying system issues. Enlists business unit support in defining, validating, and documenting requirements for system fixes. Serves as the liaison between MCS business owners, SCDMV Information Technology staff and vendor, in defining policy and regulatory requirements for MCS-Celtic and Phoenix system enhancements. Ensure that system changes comply with South Carolina law and the programs administered through Motor Carrier Services.

  2. Works closely with MCS Research and Development Manager and MCS Chief on pilot program(s) for new business processes/procedures and system enhancements. Assists in the updating and development of SCDMV policies, forms and business processes based on SCDMV established standards, new or amended laws and regulations. Ensure that policy and training material is accurate and that system changes are communicated effectively and in a timely manners.

  3. Provides independent testing support by developing and executing test plans related to expertise area for both system test and regression test levels. Works with the MCS Research and Development Manager, MCS Chief, business users and business analyst to assist in developing testing activities.

  4. Conducts weekly meetings with vendors on project status and keeps management abreast of issues and concerns that may impede the development process. Ensure that weekly vendor status reports are available for management. Serves on business improvement teams and attends business analyst meeting as required.

  5. Maintain professional growth and development through seminars, workshops, etc. to keep abreast of latest trends in IRP, IFTA, UCR, RUF and COC for federal and state reporting. Performs other duties as required by the Chief of MCS and MCS Research and Development Manager.

Minimum and Additional Requirements

Minimum requirements: An associate's degree and four (4) years’ experience in computer system development and modification. A bachelor's degree in a related area may be substituted for the required work experience. Preferred requirements: A bachelor's degree and two (2) or more years of relevant program experience.

Knowledgeable in IRP/IFTA programs, prior DMV experience is a plus. Ability to present oral, written, and graphic reports clearly. Current knowledge in information systems design, business analysis, testing, maintenance, and security techniques. Proficiency in Office Suite and SharePoint. Ability to manage complex assignments; gather business requirements, analyze technical parameters, and recommend solutions. Must be IT value-driven.

Must possess a high degree of self-motivation and integrity with the ability to work with limited supervision. Must ensure that SCDMV policies and operational procedures are followed.

Works in general office environment. May be required to work extended hours outside of the normal scheduled work week. Some overnight travel may be required. Must be able to lift 10-15 lbs. The work requires sitting for prolonged periods of time and significant time spent at a computer terminal.
