Spinvi Migration Site Lead in United States

The qualified Migration Site Lead must be self-motivated, transparent, dependable, responsible, hardworking and capable of working on an agile program. The ideal candidate will develop and implement solutions to increasingly complex problems, utilizing ingenuity, thoroughness, and practicality; and perform their work with minimal direction or oversight. The candidate must understand how their tasks fit within the overall program objectives and perform their work accordingly. The selected candidate will be expected to engage with program leadership, external business partners and customers, as required to provide technical information regarding the program.

Job Responsibilities:

The Migration Site Lead serves both lead technical integrator as well as project manager for all site-specific migration activities for an assigned site and is responsible for end to end project management tasks. There is no direct personnel supervisory responsibility in this role; however, this position will oversee several project resources, onsite migration activities, and collaborate with various entities with the applicable program and the sponsor health information technology directorate during different phases of the project in a highly matrixed organizational construct.

Responsibilities include:

  • Thoroughly understand scope and requirements, estimate deployment duration, and oversee the implementation of all project requirement while managing cost, schedule, and performance risks.

  • Learn the migration system and the system components required to execute migration activities within the pre-defined system as well as being able to identify, manage and resolve anomalous situations.

  • Communications between project sponsor, stakeholders, customers, senior leadership, site executive staff, and site technical staff as well as collaboration between interdependent projects leads.

  • Leadership of the technical team and balancing of shared technical resource pool.

  • Identification and resolution of internal and external defects.

  • Facilitating Organizational Change Management (OCM) activities with site leadership and end users to minimize business disruptions and impact to clinical care.

  • Successful completion of System Operational and Verification Test (SOVT) completion and turnover to the sustainment organization.

  • Serve as liaison between the sponsor functional branches, the Program Manager, and all associated stakeholders.

  • Acts as a primary point of contact for all migration activities and serve as an advocate for the assigned site.

Requirements

  • A fundamental understanding of the Open System Interconnection (OSI) Model, TCP/IP, Ports, Protocols and Services (PPS), IT troubleshooting, PXE, basic networking, and IT tools/utilities (e.g., PING, IPCONFIG, IFCONFIG, RDP, SSH, RDP, Telnet, etc.).

  • 6+ years of relevant experience in any role supporting or managing IT software, hardware, or infrastructure development, design or deployment projects.

  • 3+ years of experience as a Project Manager or technical team lead.

  • Experience using and advanced knowledge of Microsoft Office product suite to include Microsoft Visio and Microsoft Project.

  • Effective communication and presentation skills.

  • Ability to define, implement, and maintain project process and guidance related to migration activities.

  • Ability to provide technical direction and leadership to project resources and the client to meet deployment deadlines and objectives.

  • Ability to develop and creative strategies that meet functional, technical, and performance requirements to mitigate cost, schedule, and performance risks.

  • Ability to consult with and develop technical resources for methods, procedures, and standards to use during migration activities.

  • Ability to review project deliverables for completeness, quality, and compliance with established project standards.

  • Ability to document and communicate the status of migration progress against plans, taking corrective action as necessary.

  • Ability to identify, clarify, and resolve issues and risks concerning system migration and maintenance activities, escalating them as needed.

  • Ability to analyze and provide recommendations on alternate course of actions and drive stakeholders to consensus and decision.

  • Ability to manage migration activities at multiple sites simultaneously.

  • Ability to take ambiguous, chaotic situations or tasks and work them to completion, sometimes figuring it out on your own.

  • Ability to display a “seek” versus “wait” mentality (self-starter).

  • Ability to use existing Project Management Methodology (PMM), identify areas of improvement, and drive change to improve efficiency.

  • Ability to take ownership for work assigned and work autonomously.

  • Experience managing cross-functional and geographically dispersed team in a matrixed environment.

  • Experience managing projects developing and/or deploying IT systems or infrastructure, software applications, or integrating new IT capabilities into existing environments.

  • Experience managing project using both waterfall and agile project management techniques.

  • Experience managing applicable project artifacts, to include status reports, staffing plan, resource requirements, and stakeholder status briefings.

  • Experience managing project scope, cost, and schedule; identification of changes; and development and routing of change requests.

  • Experience provided guidance and leadership to technical teams and niche technical resources to ensure collaboration across all technical domains.

  • Experience in identifying areas for process improvement in all phases of project lifecycle to improve team efficiency.

  • Experience prioritizing and assigning projects tasks as necessary to ensure project success.

  • Ability to work collaboratively as part of a technical team, provide strategic guidance and leadership to team when required, and provide directive leadership when necessary, and the ability to identify when each of these techniques are appropriate.

  • Ability to be granted a Secret clearance

  • Work Days: Monday – Friday with frequent weekend and after hours support.

  • Travel - Ability to travel at least 50% (Domestic and International)

Desired Qualifications:

  • PMP Certification or DAWIA Level II certification in program management.

  • Bachelor’s Degree in a relevant technical (Computer Science, Computer Engineering, Information Assurance, etc.) or business (Business Administration, Organization Management, Accounting, Finance, etc.) discipline.

  • Experience working on IT projects that support healthcare delivery and thorough understanding of the impact Information technology has on quality, efficiency, and cost of patient care.

  • Prior experience working in any project role supporting DoD medical systems (software, hardware, infrastructure, integration, etc.).

  • Understanding of the DoD medical mission.

  • Preparing and presenting information to senior executives (local command leadership, senior stakeholders, etc.).

  • Excellent verbal, written, and presentation skills.

  • Ability to work independently and as part of a multi-disciplinary team.

  • Strong customer service focus and ability to advocate on behalf of assigned site leadership.

  • Detail oriented.

  • Ability to multi-task and shift priorities as required/directed by leadership.

  • Industry leading certifications (Vmware, NetApp, Cisco, Microsoft, and others)

  • Current Security+ Certification

  • Current DoD 8570 certification

  • Ability to be granted a Secret clearance
